There’s no way they’re going to bother chasing some illegal dumper, let alone make an example out of them.
The mulch had asbestos because it was made from recycled material, and someone had improperly disposed of asbestos by sending it to a recycling plant.
Hopefully they find whoever did that and make a great example of them.
