The entire US justice system is “punishing those we catch to discourage those we don’t.” It’s somehow the worst of both worlds.
An US police department, underfunded? Just sell some of the military equipment you’re getting way too much of, and you should be fine.
It’s not underfunded, it’s just obscenely corrupt and with a justice system that neither rewards enforcement nor rehabilitation.
