Portland will begin enforcing its ban on homeless camping on public property on Nov. 13, according to Mayor Ted Wheeler.

    Is forced rehab a thing? Can you rehab someone who isn’t willing? Genuine question.

      Unfortunately no, which is why most of them end up spiralling out of control and committing suicide or ending up on the street.
