My only encounter with one of those is me, when I first started doing web development. I think it’s fair to say if someone doesn’t understand what a programming language is to the point where they confuse it with a markup language, they probably don’t understand it enough to link two languages together and realize that combo is a Turing complete solution. Also, from what I’ve seen, most people see HTML and CSS as discrete languages anyway.
That’s true, but most people thinking “HTML is a programming language” is actually referring to just the HTML part.
