Open your main instance. In this case lemmy.basedcount.com . Check if below “explore communities” there’s a “create community”. Click on it.

In case that you want to create the community in another instance, either register in that instance too or ask someone to do it, and then transfer mod rights for you.

Note that some instances disabled community creation. lemmy.ml for example did it to encourage users to spread out to other instances.

There’s no purpose in life besides the one that you create yourself.
