It looks like she’s often in not cold climates and she’s wearing what look like heavy boots/pants and has her winter jacket wrapped around her waist.

I had a jacket wrapped around my waist today and it hot and i was way too hot

    I think she only uses that garment when on missions, so it is similar to soldiers who wear a lot of clothes during war.
