Honestly I think this analysis is dumb just because non-voters aren’t a bloc. You have to look at which groups of voters/non-voters are more likely to not vote.
Only if roughly the same people decide to vote. Given that many of the people who won’t vote Biden due to the genocide are very engaged in politics and probably voted in previous elections, chances are turnout isn’t a single parameter that can so easily be used to predict anything about the outcome.
