Illya Sutskever being signatory makes me think that either this letter is either total bullshit or that the coup happened for totally different reasons that were believed (he was supposed to be at the origin of the move).

Looks like this was actually a dumb coup attempt with little support and that most people at OpenAI actually embrace Microsoft control over their work.
