Sanctions on settlers have no practical effect whatsoever, and if you believe they do, then they were effective at the only thing they were imposed for, and that’s public relations. It allowed democrats to pretend they were doing something useful.
A lot of settlers have ties to the US. Some of the most virulently ultranationalist of those assholes are from Long Island and New Jersey. Sanctions, and especially a travel ban, would make a huge difference.
