      The headline is pretty bad. Essentially Biden is saying he would have to ask Congress to come back for a special session in order to pass legislation for additional disaster funding, as they did not include it in their stop gap shut down bill.

          They’re not in session so he can’t do crap until they are. Tons of things to be pissed at Biden for - this is not one of them
