Even impoverished 3rd world countries can set up HAM radio operations with some moderately powerful computers to detect them.

Not even peers, the satellites are basically casting a giant shadow on anyone who sets up a detector. Even impoverished 3rd world countries can set up HAM radio operations with some moderately powerful computers to detect them.
