The last person I met who called himself a democratic socialist was a soldier in Iraq and had also occupied Hawai’i and south Korea.
In latin america that usually just means a more left-wing socdem with a bit more radical ideas like Evo Morales and Rafael Correa. The only openly democratic socialist state that I know is Honduras, they have been removing all neoliberal reforms from their country and pushing into their own version Democratic Socialism.
