William Pepe alleges he was subjected to a hostile and retaliatory work environment that led to “work-related mental health issues” and his resignation from the Pompton Lakes Police Department.
They were ruled unconstitutional. The only valid metric for issuing a citation is (belief/evidence of) a crime being committed.
That said, since just went from a hard quota (e.g. 100 tickets issued per month) to a soft quota (a prize to whomever issues the most tickets per month)
The local police department has some metric saying there are X amount of moving violations per day in town divided by X amount of officers so each officer must write X amount of tickets.
That way, it’s not really a “quota“ but a job performance metric they are punished for not meeting.

Exactly. If there wasn’t a quota then why are the cops always out in full force at the end of the month?
