I’ve worked with some pretty rotten software, but management software is easily the most user unfriendly, so my vote goes to HPSM.

I think JIRA is okay. I’ve used MUCH worst bug reporting software. The worst thing I can say about JIRA is that it is designed to implement scrum and IMO scrum is cargo cult programming.
