Obama built literal cages for children. https://www.snopes.com/fact-check/obama-build-cages-immigrants/ But I’m sure GW was doing something similar, and wouldn’t be surprised if Bill Clinton did too. Lately people want to act like if Trump does something, we can’t be mad at anyone else who’s done it, however we still have to be mad at trump. Somehow saying everyone needs held to standards isn’t popular with either party now.
