    Cleveland’s history shows how difficult it is to change police behavior. As early as 1922, a Cleveland Foundation report called for dismantling the bureaucracy that protects bad officers and makes it difficult to fire them. A report issued in 1945 recommended that social service agencies, not armed police, respond to social welfare calls.

    It is wild how long these cops have been allowed to run amok, uncontrolled and unaccountable to the community.
