Then when he’s told to get out of the car, he ignores them and starts calling someone. What should the cops have done at that point? They were both assholes to some degree, but hill did everything possible to get that to happen

This is what cops have done, convinced regular citizens that ‘contempt of cop’ is a crime that should be punished with violence. The cops should have not escalated the non violent confrontation into a violent confrontation, is what they SHOULD have done.
