Following the passing of Ukraine’s May 17 law to allow certain categories of prisoners to volunteer to serve in the military it was assessed that up to 20,000 would be eligible.

You mean while Moscow’s puppet President Viktor Yanukovych was in power? Hmm, what ELSE happened in 2014? Oh yes! The people of Ukraine rose up with Euromaidan and kicked Yanukovych out. Yanukovych ran to Russia and soon after that Russia invaded Crimea.
Personally if I was a country, not getting a hundred thousand of my own people killed and million displaced while their survivors are immiserated would be a pretty high priority.
We were talking about Ukraine before, but since you switched to talking about Russia we appear to agree at the huge mistakes Putin is making by killing so many Russians and becoming a vassal state of China.
