No, they are not. OSCE and NATO-Russia Council got the Authority to control it as well. So Russia had oversight about it.
The Russian narrative these days is, that this was a Memorandum and not a Real Treaty, and also it was signed by Yeltsin and therefore under US American Occupation and as such not valid.
Actually there already is a treaty where the USA promised not to station any Nukes in any new Member Country.

The baltics not anyomore, not after the dessaster the ukraine war is for Russia. But I can easily see Russia destabilizing the Balkans. There they don’t have to do much fighting themselves, their ally there would. And it will draw on the ressources of the west to manage it. Additionally to the near East and maybe South East Asia.
Baltics maybe some terror with radicalized rissian speaking minorities there. Start like they did in the Donbass.

Zelenskyj just talked about the ukrainian dead soldiers, not wounded.
Russian losses but also just estimates based on engagements they had. I wonder how or even if Deserters and casualties caused by weather and sickness are counted. Also self mutilation is a thing in wartime.
