Top left looks like a Land Mobile Radio, probably just VHF so they can talk to each other. Under that with the black cables is some kind of coax cables running to who knows what. As another poster mentioned it could be a multiplexer or splitter to reduce the number of antennas they need if it’s radio related.
Under that is a patch panel.
Under the patch panel is a network switch. No idea what you’d need a 24 port network switch for in a car unless there are some sensors or other devices (media?) in there. Could be providing anything if it’s a power over ethernet switch. Cameras, sensors, screens, raspberry pi or other small computers, etc…
