Moore’s law is not a law, and is likely in end very soon in our life. Voyager also has other unique things such as a more capable warp drive. And much more dedicated systems such as the medical hologram, the enterprise doesn’t have such bloat ware if you will.
The enterprise also does have a lot of dedicated systems that Voyager has like the medical hologram. While it isn’t certain, Voyager might very well be a victim to bloatware.
