If I were a man I would try to be especially careful about not touching women like this (and to be fair, I’m sure lots of men feel this way - it’s not fun to be labelled or viewed as a predator, and I’m sure lots of men adjust their behavior accordingly).

Beyond that there is the understanding / interpretation of the man as being a particular man, i.e. Olaf Scholz, and likewise that the woman is Annalena Baerbock, but that context is provided by the title more than the photo.
The norms about when it is acceptable to touch people, the way gender alters those dynamics, and so on doesn’t derive from the photo at all, it’s the other way around - interpretation being applied to the photo.
So are you saying I assume too much, that I am lacking context to muse about gender norms like this, or something else?
