One of the major tasks of OECD is fighting international tax evasion. Billionaires want to get rid of it the same way that thieves want to get rid of the police.
American OECD money should go to housing for American homeless and pay for their healthcare.

Or we could keep the OECD and put the money recovered from offshore tax havens to pay for homes and healthcare for the homeless. That represents billions in lost tax revenue and will more than pay for the couple million spent on the OECD and those services.
