Yep the entire Biden administration in a just world would be tried for complicity in genocide .
That would include the American people, then, too. We elected NAZIs. We used nuclear weapons. We created a reservation system for most every country we invaded. In 250 years we have been at peace for 19 of them.
It is not just the president. All 300++ million of us are accountable.
