I’ve been through this before. Council is pretty useless and I often get judged as if I was just being a removed to someone disadvantaged (rather than responding to a threat). I can try but that leaves a trail if something were to “happen” to the bench.
Have you made a complaint to the council? You need to get rid of that bench anyway you can.
