Sure, he mentioned it, mentioned a lot of things answering the first questions. That doesn’t make it incoherent though. His answer was certainly nonsense, but everything out of his mouth is a lie, so it’s to be expected.

His very first question was about the economy and in under 3 minutes he was screaming about illegal aliens. I wouldn’t really call him coherent
