    Not exactly going after end users; they’ll just make it illegal to take payments on behalf of Starlink so it would have to be provided free or at least on the black market. Any Starlink offices in the country would be closed and any Starlink assets held in Brazilian borders would be seized. Brazil and the US have an extradition treaty; they might be able to compel the US to send him to Brazil to stand trial. I don’t think the US would comply with that - extradition cases are overseen by the Supreme Court and we can all guess how the majority would rule in a case like that - but it would be a risk to international relations not to honour such an agreement, so we can dream.

      Right. I think I meant more along the lines of are there any top-down approaches rather than bottom up. What you suggested makes sense.
