TL;DR; they’re converting land which would be at risk of flooding into marshes to serve as a buffer and reduce the impact on other nearby land.

After Hurricane Katrina, they reached a similar conclusion, that it was best to let natural wetlands handle storm flows.
But having it work all the way up and down the coast will be difficult. Just in NorCal, you’re looking at long stretches of coastal San Francisco, Marin, Sonoma, and Mendocino counties where land is near sea level and storm surges can take out huge chunks of inhabited terrain.
