I’m not aware of an account export or account migration feature. I’m sure it will come eventually though. There are some work a rounds identified, but I’m not sure how thorough or reliable the workarounds are since I’ve never used them.
Github issue #3040 is a feature request that covers what you’re asking for and contains a workaround or two.
Also, just to be thorough, if the instance you registered on went offline but you had recently made a copy of all your community subscriptions, you still would not be able to access or migrate any communities that were setup on your now defunct instance. You would need to find another instance(s) that has a community(ies) with a same/similar name or topic for each community that was previously hosted by the defunct instance.
