Making treatment optional is the problem, not the methodology of communicating how optional it is.

Bad law by any measureable statistic. It has had none of the promised positive impacts and tons of negative impacts.
People aren’t seeking treatment, overdoses are at record levels, drug cartels operate with impunity blocks from police headquarters, thefts, robberies and burglaries are all up.
