I recently learned that raccoon’s instinctive act of putting in water food given to them when in captivity is called dabbling.

Do they only do this in captivity and not in the wild? If so, how come?

They typically pull food out of water, fish and amphibians from river beds. So the captivity thing is a glitch in their instinct. They do dabble food when they pick it from the ground in the wild, but it’s way less frequent.
