Finishing also means optimising. If it runs like ass and is buggy as all hell, it isn’t finished.
I mean it might not be the best optimized game ever but it didn’t run like an ass that’s for sure, and not a lot of bugs if anything it was the Bethesda game with less bugs ever on release.
