Because leases are considered a property right, the courts have made it hard to limit drilling on existing leases. Dropping new leases to the legally required minimum is a good way to limit future drilling, though we’ll eventually need power in Congress and the courts to break existing leases too.
I can think of another way to limit offshore oil and gas.
