I lived in a very remote area of chiapas. There was indeed no water but there was coke (and bimbo). I wouldn’t call it idiocracy though, coca cola bought off most of the govt officials so they can bottle the water and sell coke instead.

There is also a massive lack of infrastructure (e.g. roads) due to the same reason
