Ban can only apply specifically to that game (ie; no global VAC bans with a marker on your profile on steam).

This one is dangerous, like in the case with bots in TF2 the bot account got banned in the game but the account the hold the itens and probably host all the bots got global banned. I think that’s the ideal solution for this case.
