The gap between russian fab capabilities and GPU/CPU design and latest “western” products seems to be way more than 10 years. Perhaps 20 years, if not 30 years. And that’s assuming that what they have can scale and isn’t mostly a PR move. From my understanding, even some of the Chinese achievements (e.g. 7nm nodes, so about ~5 year behind current tech) are not really viable without government backing.
It’s not cutting edge but having an “10 years old” console would mean having a PS4 equivalent. Not bad for a first try.
I highly doubt the non-cloud console initiative is anywhere close to PS3, let alone PS4. I could be wrong though.
