(Note the tire marks) A pedestrian hit by a car, and no blame in the poster is associated to a car, the car is not visible in the scene. It seems to associate the intelligence of a person with that of a animal that made the same mistake, ie. wanting to cross the road safely.

What does this have to do with cars?
The poster seem to normalise people being hit or run over by cars. (Note the tire marks)
