Yes, and enough that even deep blue areas can be effected by it. Combined with ticket splitting, there are plenty of competitive down ballot races in all states whether deep blue, deep red, or swing state
The other concern is just those people not turning out at all. Most downballot elections are not statewide. A lot of them will depend on your district too. So people might not think that there’s anything competitive in say for instance California but not know that their US House district is drawn such that it’s rather competitive
