Planning industrial or commercial areas should require planning industrial spurs.
Infrastructure-level corporations (e.g. Amazon, Walmart, DHL etc.) should be required to plan the best available transport option for public health and ecology (maybe in a similar fashion to some electricity producer spot markets).
