IIRC SimpleLogin has this on their roadmap

In Portugal we have MB WAY/NET which does this wonderfully well. I use it all the time :)
Can create one time, monthly or regular proxy cards, that can never use more than the defined plafond, while being able to receive refunds and whatnot.
The app interface is also rather nice.

I don’t know any other service like this outside the Multibanco network though.
