Peer review of articles is not particularly suited to uncover scientific misconduct. As far as I know that normally happens after publication, when the victims speak up or someone trying to build on a study finds flaws.
If you peer review preprints, they are not longer preprints.
Maybe we should add a Captcha to keep tabloid journalists out of our preprint servers. “Please write in the origin of all pandemic viruses as far as we know. The term starts with a z.”
