    Wouldn’t this be considered animal exploitation, which the Federation claims it doesn’t engage in? I don’t think cetaceans would be considered intelligent enough to be able to consent to being on a space ship.

      That’s where the universal translators come in. Its also not easy to get into starfleet so its assumed they can fully communicate and really want to join.
