    I think the federal government decided that Hispanic/Latino is an ethnicity rather than a race in 1977, and since then there are officially two ethnicities in the US: “Hispanic or Latino” and “Not Hispanic or Latino”.

    However, it looks like the PA DOC is (or at least was recently) still treating race and ethnicity as the same thing: https://dashboard.cor.pa.gov/us-pa/narratives/racial-disparities/1

    Prison segregation policies vary widely by state and are often by gang-affiliation rather than race and/or ethnicity. If PA prisons were “housing” Hispanic/Latino prisoners separately and suddenly stopped, it seems like there would be more news about it… but I haven’t found any besides the link in this post.
