Because they, like Tolkien, think the east is a bad fantasy villain and the west is the good guy Gondor.

Well, isn’t “reeducation center” just another way of saying “vocational school for adults”?
Fair. But it’s more than just a vocational school. They also learn about dialectical materialism and Marxism, modern politics, history… and comprehensively, so they can see and decide for themselves what is and isn’t in their interests. Way more than just trade skills and basic social skills for tossing people into the labour pool like we get in capitalist countries.
