Portland has long had issues with homelessness, back to when I was a kid. However, it’s now reached a fever pitch to the point where people from across the political spectrum see it as a deep stain on the city. This is just one effort that is underway to alleviate the problem, but we’re going to need a host of solutions to address the diverse problems out there.

The population that this seems to be most aimed at is people where they have some severe mental health issues, but the stability of just getting them into housing will go a long ways towards improve their lives.
