    Kamikaze were a measure so desperate that even the most fanatical militaries normally do not consider it. Note that there is a difference between sending someone on even nearly suicide mission and sending them on a certainly suicide mission.

    And of course they were waste of resources, not counting maybe atomics, every concievable payload for a plane/ship/etc. is less worth and easier to replace than the carrying vehicle itself.

    Finally, guidance systems are better and easier to access today, so the human bomb is just not necessary for even low grade militaries.

    because firing an air-launched anti-ship missile at a ship is not only cheaper, but does more damage than smashing a plane into a ship.

    Kamikaze tactics were used to make the best out of a terrible situation. Japan towards the end of WW2 was running severely short of experienced pilots, kamikazing was a way to get some use out of noobies who couldn’t dogfight. Today kamikazing makes absolutely zero sense when we have missiles and suicide drones.
