I dont think that people who can acumulate grain during an mass famine can be considered poor lmao! they refused to let more grain go to the markets so people could buy food at better prices, and they burned the food of pure spite instead of selling it at better prices. They where assholes that made an famine much more worse then it should have been, they where pompous criminals that indirectly killed dozens of thousands and got punished for it. No country in the world would let anyone burn food in the middle of a famine just because they dont want to sell it at better prices.

Oh and the ones who did give half of the food where paid for it by the state, just at better prices, so the ones who refused it where actual assholes.
