I’d imagine that since this is based around communities, this should be part of the later private community settings thing. Then any comments you post to a private community would be private, but any comments posted on a public community, anyone can see.

What we could also consider having is unlisted threads, visible only to anyone with a direct link and the moderators/admins, or restricted threads that are by invitation only for anyone other than mods/admins.

you might be interested in “diaspora” .
posting to a aspect (even if all known users are included)… will ensure that only logged in user of that group has access to reach your posts.
and maybe admins of all the pods that have participants in the aspect you created.
mastodon has better “per instance” isolation. but nobody uses it. it’s impractical.
