I mean, he was more monarch then fascist, it was like the relationship of mussolini with the king Emanul III, with Tojo and the other military leaders being the mussolini and the fascist party on this relationship, but with the king having a lot more influence on the population, while the fascists used that influence to rule the country.
But the japanese imperial goverment was hot garbage, constant infighting, and the most important inside archives got burned before they surrendered. It doesnt matter who was really in charge, japanese nacionalists can cope and seeth. Fascist infighting is aways pleasing.
